Who counts as a resident. Resident means a person who has a domicile (fixed permanent home and principal establishment) in Utah for six consecutive months immediately preceding the purchase of a license - or application of a license, permit or tag - and does not claim residency for hunting, fishing or trapping in any other state or country. Nonresident means a person who does not qualify as a resident.
