Age and residency rules

Who counts as a resident. ORS 497.002 defines a resident as "a person who has physically resided in this state for not less than six consecutive months immediately prior to the date of making application for a license, tag or permit"; a nonresident is "any person other than a resident". Merely owning property in Oregon, or claiming resident privileges in another state, does not make a person an Oregon resident.

Age-based rules

  • Children younger than 12 years do not need a license to fish or shellfish, and do not need an Ocean Endorsement or a Two-Rod Validation. Still required: A Combined Angling Tag is required of all anglers regardless of age to angle for salmon, steelhead, sturgeon or halibut; the Youth Combined Angling Tag costs $5.

Freshwater and saltwater

Oregon licenses freshwater and saltwater fishing. Check which waters your license covers before you fish — a freshwater license does not cover saltwater unless the option explicitly says it does.

State license vs federal registry. NOAA Fisheries lists Oregon among the states that share saltwater licence information with the National Saltwater Angler Registry, so anglers holding a valid Oregon angling licence do not register separately through NSAR.

Exemptions worth knowing

  • On Oregon's Free Fishing Weekends no license is needed to fish, crab or clam anywhere in Oregon, and no combined angling tag, Columbia Basin endorsement, Ocean endorsement, Rogue-South Coast Steelhead Validation or Two-Rod Validation is required.
  • No fishing or shellfish license is needed when taking crayfish or bullfrogs.
