Who counts as a resident. A resident is any person who has resided continuously in the State of California for six months or more immediately prior to the date of their application for a license or permit, any person on active military duty with the Armed Forces of the United States or auxiliary branch thereof, or any person enrolled in the Job Corps.

Freshwater and saltwater

California licenses freshwater and saltwater fishing. Check which waters your license covers before you fish — a freshwater license does not cover saltwater unless the option explicitly says it does.

State license vs federal registry. NOAA Fisheries lists California among the exempt states: anglers holding a valid California sport fishing licence do not need to register through the National Saltwater Angler Registry.

Exemptions worth knowing

  • A sport fishing license is not required to take fish for any purpose other than profit by means of angling from a public pier in the ocean waters of the state.   • There are two days each year when anyone can fish without purchasing a fishing license. Still required: On Free Fishing Days, every angler must have the appropriate report card if they are fishing for steelhead, sturgeon, or salmon in the Smith and Klamath-Trinity River Systems. All bag and size limits, gear restrictions, fishing hours and stream closures remain in effect.
