Age and residency rules
Who counts as a resident. A resident is any person who has resided continuously in the State of California for six months or more immediately prior to the date of their application for a license or permit, any person on active military duty with the Armed Forces of the United States or auxiliary branch thereof, or any person enrolled in the Job Corps.

- A sport fishing license is not required to take fish for any purpose other than profit by means of angling from a public pier in the ocean waters of the state. Still required: Sturgeon and spiny lobster report cards are still required on a public pier, and the exemption applies only to angling (hook and line) from a public pier in ocean waters.
- There are two days each year when anyone can fish without purchasing a fishing license. Still required: On Free Fishing Days, every angler must have the appropriate report card if they are fishing for steelhead, sturgeon, or salmon in the Smith and Klamath-Trinity River Systems. All bag and size limits, gear restrictions, fishing hours and stream closures remain in effect.
