Age and residency rules

Who counts as a resident. A person must have actually lived in New Jersey for the six months immediately prior to obtaining a resident license.

Age-based rules

• Anyone age 16 and older must have a licence to fish New Jersey's fresh waters; children under 16 fish without one. A child under 16 may fish without a licence until December 31 of the year they turn 16. Anglers under 16 are also exempt from the NJ Saltwater Recreational Registry.
• No licence or Trout Stamp is required for New Jersey residents age 70 years and over.
• New Jersey issues no recreational saltwater fishing licence — "New Jersey does not have a saltwater license". Instead, saltwater anglers age 16 and older must enrol in the NJ Saltwater Recreational Registry Program, which is issued at no charge. Free is not the same as nothing: enrolment is mandatory before fishing. Still required: Register free with the NJ Saltwater Recreational Registry Program before fishing marine or fresh tidal waters. Since October 15, 2024 obtaining a NJ Saltwater Registration also requires completion of a Child Support Certification Form. Anglers already registered with the federal National Saltwater Angler Registry, or licensed in another exempted state, must still register (for free) with New Jersey.

• All Around License(external, opens the official state website)

  A combined hunting and freshwater fishing package, confirmed 2026-07-30. NJ Fish & Wildlife: "The 'All Around Sportsman License' includes license to hunt with a shotgun, bow and arrow, and to fish the fresh waters of New Jersey. A trout stamp is still required to fish for or possess trout and salmon." Its fishing privileges are those of the Resident Fishing License; the balance of the fee buys hunting privileges. Because it carries resident hunting licences it also takes their conditions: Hunter Education course completion (or a prior resident hunting licence from another state), and a first-time purchase made in person at a licence agent.

Freshwater and saltwater

New Jersey licenses freshwater and saltwater fishing. Check which waters your license covers before you fish — a freshwater license does not cover saltwater unless the option explicitly says it does.

State license vs federal registry. New Jersey's DEP established the New Jersey Saltwater Recreational Registry Program, effective May 4, 2011 under Administrative Order No. 2011-05, to exempt saltwater recreational anglers fishing New Jersey's marine and tidal waters from the federal registry and its registration fee. NOAA Fisheries lists New Jersey among the exempted states. Registration with New Jersey is free but mandatory — anglers already holding a National Saltwater Angler Registry registration, or a licence from another exempted state, must still register with New Jersey.

Stamps, endorsements and report cards

• Resident Trout Stamp — Required, in addition to a valid fishing licence, for resident anglers ages 16-69 who fish for or possess trout or salmon. Required even if the trout are released. Residents age 70 and over need neither a licence nor a Trout Stamp. · $10.50

• NJ Saltwater Recreational Registry — Required of individual saltwater anglers ages 16 and older who recreationally fish with hand line, rod and line, spear or by hand in New Jersey's marine and fresh tidal waters, or who fish marine waters outside New Jersey and land the catch in New Jersey. NJ DEP states "REGISTRATION IS FREE AND REQUIRED" and "This Registry is NOT a License. Exemptions worth knowing

• Individual saltwater anglers are exempt from registering if they solely fish on for-hire (party and charter) vessels that are registered with the New Jersey Saltwater Recreational Registry Program. The registration obligation sits with the for-hire vessel owner/operator. Still required: Applies only when fishing solely from for-hire (party or charter) vessels that are themselves registered with the NJ Saltwater Recreational Registry Program — confirm the vessel's registration with the owner/operator before relying on it. Anglers who also fish from shore, a private boat or an unregistered vessel must register individually (free).
• Honorably discharged resident veterans of any branch of the U.S. Armed Forces declared by the U.S. Department of Veterans Affairs to have a service-connected disability of any degree qualify for free hunting and fishing licences, permits and stamps. Still required: The licence is free but the veteran must first be certified by NJ Fish and Wildlife by mailing documentation of the service-connected disability, proof of honorable discharge and proof of New Jersey residency; initial certification cannot be completed online or at an agent. After certification, the free licence is obtained each year online or at an agent.
• Eligible New Jersey National Guard personnel are entitled to free licences, permits and stamps. Still required: The licence is free but eligibility is administered through the NJ Department of Military and Veterans Affairs, which the Guard member must go through to obtain it.
• A person on active duty in the armed services of the United States is entitled to fish with a resident licence, whatever their home state. This is a resident-rate entitlement, not a licence exemption. Still required: A licence must still be bought, but at the resident price; obtain it with proof of active duty at an agent location.
• On New Jersey's two Free Fishing Days, residents may fish the Garden State's public waters without a licence or trout stamp. All other regulations, including size and daily catch limits, remain in effect.
• Organizations, governmental or licensed private care facilities responsible for the physical or mental developmental health of persons with a lifelong need of supervised care may obtain a Special Use Group Fishing License at no charge, letting patients in their care fish without a licence or stamp in specified waterbodies. Still required: The organisation must apply by letter on official letterhead at least 21 days before the event, naming the dates, the specific waterbodies and the number of persons covered, to NJ Fish & Wildlife, Bureau of Freshwater Fisheries, PO Box 394, Lebanon, NJ 08833. Participants must be escorted by staff; the licence does not cover staff members.

Free fishing days

• Spring Free Fishing Day — June 6, 2026. Held in conjunction with National Fishing and Boating Week. Residents may fish public waters without a licence or trout stamp; all other regulations, including size and daily catch limits, remain in effect.
• Fall Free Fishing Day — September 26, 2026. Held on National Hunting and Fishing Day. Residents may fish public waters without a licence or trout stamp; all other regulations, including size and daily catch limits, remain in effect.
