Age and residency rules
Who counts as a resident. Any person who has declared Florida as their only state of residence as evidenced by a valid Florida driver license or identification card with both a Florida address and Florida residency verified by the Department of Highway Safety and Motor Vehicles. Active duty United States military personnel stationed in Florida, including spouses and dependent children residing in the household, with military orders, also qualify. Without a Florida driver licence or ID card, a Florida voter registration card, declaration of domicile, or homestead exemption may be used.
Age-based rules
- Youth under 16 years of age do not need a Florida recreational fishing licence.
- Resident seniors age 65 or older are exempt from Florida recreational fishing licence requirements. Still required: Florida residents age 65 or older need a Florida Driver License or Identification Card to prove residency and age. The exemption does not extend to nonresident seniors.

Florida licenses freshwater and saltwater fishing. Check which waters your license covers before you fish — a freshwater license does not cover saltwater unless the option explicitly says it does.
State license vs federal registry. NOAA Fisheries lists Florida among the exempt states: anglers holding a valid Florida saltwater fishing licence (including the no-cost shoreline licence) do not need to register through the National Saltwater Angler Registry.
