Age and residency rules

Who counts as a resident. Residency, by law, is determined by your driver's license. A resident applicant must present a valid Alabama driver's license or non-driver's identification card (except qualified active duty military stationed in Alabama, their spouse and dependents, and certain college students), must have resided continuously in Alabama for 90 days, and cannot possess a valid driver's license in any other state.

Age-based rules

  • Residents and nonresidents under 16 years of age do not need a recreational fishing license in Alabama, freshwater or saltwater.
  • Alabama residents 65 years of age and over are exempt from purchasing recreational hunting, freshwater fishing, saltwater fishing, WMA licenses and the state duck stamp. Still required: Must have an Alabama driver's license or proof of permanent residence and age while fishing. Still required as needed: the free Saltwater Angler Registry, the $10 Saltwater Gulf Reef Fish Endorsement when fishing Gulf reef fish, and a Spearfishing license when spearfishing.

Freshwater and saltwater

Alabama licenses freshwater and saltwater fishing. Check which waters your license covers before you fish — a freshwater license does not cover saltwater unless the option explicitly says it does.

State license vs federal registry. NOAA Fisheries lists Alabama among the states whose licence/registration programme is exempt from the National Saltwater Angler Registry, so anglers covered by an Alabama saltwater licence or the state's free Saltwater Angler Registration do not register separately with NOAA.

Exemptions worth knowing

  • Alabama residents may fish from the bank in their county of residence with ordinary hook and line without purchasing a freshwater fishing license. Still required: The resident must be able to provide reasonable proof of residency (driver's license) while fishing, and the exemption is limited to bank fishing with hook and line in the angler's own county of residence.
  • Resident active duty military home on leave are exempt from purchasing a hunting and/or fishing license during their visit. Still required: Must have proof of residency (an Alabama driver's license or a document stating Alabama is their home of residence) and proof of leave in their possession. Still required as needed: the free Saltwater Angler Registry, the $10 Gulf Reef Fish Endorsement for Gulf reef fish, and a Spearfishing license.
  • Anglers who fish exclusively from a pier that has purchased a pier fishing license are not required to purchase an annual saltwater fishing license. Still required: Residents 16 and over fishing exclusively on a licensed pier must still complete the free Saltwater Angler Registration, and the $10 Gulf Reef Fish Endorsement still applies to Gulf reef fish. Individual pier licenses ($7.65 resident / $14.15 non-resident) are sold separately for piers that do not hold a pier license.
  • On Alabama's Free Fishing Day, residents and non-residents may fish for free in most public waters, freshwater and saltwater, without a fishing license, saltwater license or reef fish endorsement. Still required: In most public waters nothing is required, but Alabama State Public Fishing Lakes still require a fishing permit on Free Fishing Day, some piers may still charge fees and require permits, State Park gate entry fees still apply, and private ponds require the owner's permission.
