Age and residency rules

Who counts as a resident. One who at the time in question has resided in North Carolina for the preceding six months or has been domiciled in North Carolina for the preceding 60 days. When domicile in the State for a period of 60 days up to six months is the basis for establishing residence, the individual must sign a certificate on a form supplied by the Department or the Wildlife Resources Commission stating the necessary facts and the intent to establish domicile here. (G.S. 113-130(4)a.)

Age-based rules

  • Individuals under 16 years of age are exempt from the fishing license requirements of G.S. 113-270.1B(a) and G.S. 113-271 (inland), and anyone under 16 is not required to have a Coastal Recreational Fishing License to recreationally take finfish in coastal waters.

Freshwater and saltwater

North Carolina licenses freshwater and saltwater fishing. Check which waters your license covers before you fish — a freshwater license does not cover saltwater unless the option explicitly says it does.

State license vs federal registry. North Carolina's Coastal Recreational Fishing License, administered by the Division of Marine Fisheries, is a state saltwater licence, and NOAA Fisheries lists North Carolina among the states whose licence data exempt their anglers from the National Saltwater Angler Registry. Holders of a valid CRFL do not register separately with NOAA.

Exemptions worth knowing

  • Blanket CRFL privileges are included with the ocean pier licence, so anglers fishing a licensed pier that holds one do not need their own CRFL. NC DEQ: "Will I need a license to fish on a private or public pier? Yes, unless the public pier has purchased a blanket license." Still required: Confirm with the pier that it holds a blanket licence before fishing without your own CRFL; on a pier without one, each angler age 16 and older must hold an individual Coastal Recreational Fishing License.
  • The CRFL blanket licence is optional for for-hire boat operators. Where the operator holds one, patrons need no individual licence; "otherwise their fishing patrons must hold their own individual licenses". Still required: Confirm with the for-hire operator that the vessel holds a CRFL blanket licence; if it does not, each angler age 16 and older must hold an individual Coastal Recreational Fishing License.
  • The fourth day of July of each year is declared a free fishing day and no hook-and-line fishing licence is required to fish in any of the public waters of the State on that day. All other laws and rules pertaining to hook-and-line fishing apply, including recreational size and possession limits.

  • A North Carolina resident serving in the Armed Forces outside the State, or on full-time active duty outside the State in a reserve component, is exempt from the inland fishing licence requirements and from the Coastal Recreational Fishing License requirement while on leave in this State for 30 days or less. Still required: The service member must carry, at all times while fishing, their military identification card and a copy of the official document issued by their service unit confirming authorised leave from a duty station outside the State, and must comply with any reporting requirements prescribed by the Wildlife Resources Commission.
  • A resident or nonresident who served as a member of the Armed Forces and separated under honorable conditions is exempt from the Mountain Heritage Trout fishing licence requirement while fishing waters designated as Mountain Heritage Trout waters. Still required: The angler must carry valid documentation of their service at all times during the fishing activity.
